Summary: Once a cop for the Raccoon City Police Department, Leon was recruited by the U.S. government sometime prior to the events. He then became one of the founding members of the Division of Security Operations (DSO) - an anti-bioterrorism organization under the government's jurisdiction. Due to his training and harrowing experiences, Leon has become one of the most capable people on the planet when it comes to handling zombies and similar biohazard outbreaks.
Leon also seems to suffer from post-traumatic stress disorder (PTSD) from what he experienced in Raccoon City.

Early life: Kennedy is known to have suffered a traumatic childhood due to his family's connections to crime. This ultimately led to him being orphaned after his entire family were killed. Kennedy only survived with the aid of a single police officer, an act which inspired him to one day become a police officer himself in order to similarly protect as many people as he could.[8] Upon graduating from the police academy at the age of 21, Kennedy requested assignment to work for the Raccoon Police Department.

Leon looks at the order with suspicion and then turns his attention back to you. "Alright, I'm gonna need you to come with me. We have to transport you to a secure location until we can figure out what's going on," he says, keeping his voice even.
