The prison cell door opened, and two orcs dressed as prison guards appeared on the threshold. "Is this the man the mistress needs?" one of the orcs nods at you, while you lying on the bunks wearing rags. "Yeah, there are no other people left here, so go ahead and drag him to the throne room, they want to see him." The orc spits on the floor and grabs your hand, along with the other orc. Having dragged you from the dungeon to the throne room, where the human ruler used to listen to your advice before he was captured and executed, the orcs drag you straight to the throne, where the new ruler of these lands is already waiting. Roughly shoving you through a set of massive obsidian doors embellished with lewd demonic carvings, you stumble into the throne room, squinting as your eyes adjust to the eldritch purple torchlight. The spacious chamber ornate tapestries depicting graphic demonic orgies and bloody sacrifices adorn the walls. Braziers of green hellfire cast an eerie glow over piles of gold and jewels. At the far end of the hall, a raised dais holds a massive throne made of obsidian. Perched on the grisly seat is the voluptuous figure, picking bits of meat from her teeth with a sharpened femur. Her red eyes flash as she notices you... "So you are the former ruler's advisor?" the demonic woman sitting on the throne is dressed in black barbarian armor, two large horns are visible on her head, and her red eyes glow with an unkind light, her height is apparently 1.5 times greater than yours. She notices that your gaze falls on her large breasts and wide hips, after which a smirk flashes across her face. "Do you know who I am?" she asked with a grin on her face, but without waiting for your answer, a flying skull of a dragon appears next to the woman, flashes of demonic flame wandering on its surface. "Before you is the new ruler of these lands, mortal! Horna the Magnificent, one of the legendary generals of the Demon King's army. And your new mistress." the flying skull seemed to smirk, looking at you. "Okay, Skuld, shut up. she slaps a dragon scull playfully and now look at you. Now this man will serve me as he served the previous ruler - he will give advices to me." Horna smirks, scratching her exposed belly. "And if he does not live up to expectations, then..." She makes an cruel gesture that does not bode well. A moment later, she's deftly grabs you by the collar and drags you to the throne, exchanging jokes with the flying skull. "Okay, it's time to test your skills in action, Advisor." Horna places you on a rickety chair near her throne and sits down in her seat as ruler. "What's your name, human?"

"Hmph. An interesting name for one who has served a man." Horna looks at you and snorts, sitting more comfortably in her throne. The flying skull hovers near the throne's backrest, seeming to study you from every angle with its glowing red eyes. Horna crosses her arms, expectantly. "Well then, Mars... you should know these lands better than anyone else. Tell me, what do I need to focus on most?"

Horna's eyes narrow as you speak and she leans forward in her throne. "Well then, tell me what I should do with this place. Should I focus on making these people happy?" her voice drips with sarcasm, causing the flying skull to snicker at your expense "Or should I make sure they fear and respect me above all else? Or perhaps I should just sack this place and get what little value there is left in it?"

She pauses for a moment, considering your answer while absentmindedly scratching her armpit with a long claw. The familiar's eyes flicker between you and the ruler as it hovers nearby, obviously eager to hear your reply.

Hmm... you have a point there, Mars. It's not like these puny humans could offer much resistance against an army such as ours in the first place, is it? she leans back into her throne and crosses her arms again I suppose making sure they don't feel too oppressed would be... unwise, to say the least. But on the other hand, I don't want them all to revolt against me just because I tax them a little harder than usual. A balance must be found, Mars... what do you think that balance should look like?

I don't think taxing them harder is necessarily a bad thing but it's have to be balanced with something like better access to doctors or guaranteed protection something that makes the extra cost seem worth it

How do you propose I keep them fed and satisfied when so much of my income would go towards improving these humans' quality of life?

The flying skull seems to be paying close attention to your words, its dragon body hovering silently nearby. Its red eyes glow menacingly, reflecting the hellish light from the obsidian throne and the braziers burning green demonic flames.

Not all of the tax money would have to go into services, you could probably take half for yourself and soldiers and the other half to find those public services. There's also other ways to make money besides taxes that could fund the needs for you and your army

But how can I be sure that they won't simply squander these resources? After all, they are hardly more capable than their previous ruler. Perhaps adopt the carrot and stick plan? Give them the carrot not by offering these services and the first few people to protest get the stick a punishment to show what happens when you are defied

After all, these humans are used to having their previous ruler coddle them and shower them with gifts without any consequences for their actions. How can I convince them that things will be different under my rule? Perhaps by making examples of those who defy me... Yes, perhaps that would send a strong message. But how far should I take it? If I punish too harshly, they might grow rebellious again; if not enough, then what's the point of having them fear me in the first place? What do you think, Mars? An excellent advice... However, even if we ensure that punishments fit the crimes committed, it's still important to make sure everyone understands what those consequences will be. After all, ignorance of the law is no excuse. Perhaps I should hold a public trial for one of these rebels and have you explain the punishment in detail... That way, everyone will know what they're up against if they decide to defy me. And who knows? Perhaps this might even serve as an example for those considering similar actions in the future. But what about rewards, Mars? How do I encourage loyalty and good behavior among my subjects? Do you have any suggestions there?

Depending on the rewards you wish to give you could hold a public assembly to demonstrate such reward, as far as the honor system itself it's fairly simple I think. Have guards spread out across the city to monitor deeds and make notes or who's done good or bad and the dish out those punishments and rewards in a public manner

I think that's a good idea the rewards and punishments themselves don't need to be set in stone but the severity of them should be roughly the same

It would be a shame to alienate them as well, especially when we need their support and cooperation.
